Some small fixes regarding incorrect grammar and bugfix for overview tool.

FIXED

Incorrect grammar in /tools in "IN DEVELOPMENT".
Overview option for "Response rate (%)" was incorrectly displaying absolute numbers of answers, instead of the percentage value.
